The Center for Intelligence against Terrorism and Organized Crime (CITCO), under the Secretariat of State for Security of the Ministry of the Interior, is committed to making this website accessible, in accordance with Royal Decree 1112/2018, of September 7, on the accessibility of websites and mobile applications in the public sector.

The content listed below is not accessible for the following reasons:

Non-compliance with Spanish standard UNE-EN 301549:2022, equivalent to European standard EN 301 549 V3.2.1 (2021-03)

• Videos do not have audio descriptions or alternative text descriptions.
• Some PDF office files do not fully comply with accessibility requirements.
• There may be occasional editing errors on some web pages.
• When using the search engine, there may be situations in which new content is added to the page without changing the user's context.

• There are office files in PDF or other formats published before March 8, 2019, that do not fully comply with all accessibility requirements.
• Online map and cartography services, provided that essential information is provided in a digitally accessible manner in the case of maps intended for navigation purposes. For example, the Google Maps viewer (or any proprietary mapping system) embedded in a website page to display a map showing the location of city registry offices would be exempt, but in any case, the physical address of those offices should be provided in an accessible format on the same page.

You can submit a complaint regarding compliance with the requirements of RD 1112/2018 or a request for accessible information regarding:

• Content that is excluded from the scope of RD 1112/2018 as established by Article 3, section 4.
• Content that is exempt from compliance with accessibility requirements because it imposes a disproportionate burden.

Through the General Application Form on the Ministry of the Interior's website, as well as the other options set out in Law 39/2015 of October 1 on the Common Administrative Procedure of Public Administrations. The facts, reasons, and request must be clearly specified to verify that it is a reasonable and legitimate complaint or request.

ommunications, complaints, and requests for accessible information will be received and processed by the Subdirectorate General for Service Quality and Innovation.

In accordance with Article 13 of Royal Decree 1112/2018 of September 7, on the accessibility of public sector websites and mobile applications, you may initiate the complaint procedure:

Art 13.1. If, after submitting a request for accessible information or a complaint, it has been rejected, you disagree with the decision taken, or the response does not meet the requirements set out in Article 12.5, the interested party may lodge a complaint to find out and oppose the reasons for the rejection, request the adoption of appropriate measures if they disagree with the decision taken, or explain the reasons why they consider that the response does not meet the requirements.

A complaint may also be lodged if a period of twenty working days has elapsed without a response to a complaint having been received.

To lodge a complaint, you must download the Web  the template for claims regarding Web Accessibility and complete it. It can be sent to the Subdirectorate General for Service Quality and Innovation in one of two ways:

• Online: through the electronic registry using the procedure available on the Ministry of the Interior's website (requires a digital certificate and the ability to provide an electronic signature using a Java applet or Autofirma application).

• In person: by delivering the duly completed template printed on paper to the network of registry assistance offices.

Appeals may be lodged against the decision on this complaint in accordance with the provisions of Article 112 of Law 39/2015 of October 1, 2015.

This website complies with the requirements of the UNE-EN 301549:2022 standard, equivalent to the European standard. EN 301 549 V3.2.1 (2021-03), considering the exceptions of the RD 1112/2018.

• In addition, accessibility is validated using the Web Accessibility Observatory (WAO), Crawler tool, locally, with the last review having been carried out on September 30, 2025.
• This website is designed for responsive viewing, using the “Responsive Web Design” technique, which allows it to adapt correctly to different mobile and desktop devices.
• HTML5 has been used as the markup language and CSS 3 style sheets for the presentation of the design.
• The links provide details about the function or destination of the hyperlink.
