Explosive precursors

The acquisition, introduction, possession, or use by individuals of certain chemical substances considered precursors to explosives is subject to authorization.

Individuals may apply for the corresponding license by completing the application form, which is available on the website: Communication, section: Resources, and sending it to the following email address: citco.licenciapex@interior.es.

The sole national contact point for reporting suspicious transactions, thefts, and disappearances of these substances is the Intelligence Center Against Terrorism and Organized Crime (CITCO) via the following telephone numbers:

  • 91 537 27 66 24/7 service for reporting suspicious transactions, thefts, and disappearances of explosive precursors.
  • 91 537 26 70 from 9:00 a.m. to 2:00 p.m., Monday through Friday, for inquiries about regulations on explosive precursors.

Radicalization information coordination center

The Center for Coordination of Information on Radicalization (CCIR) has been created within the Center for Intelligence against Terrorism and Organized Crime (CITCO).

Citizens can provide information on possible cases of radicalization, helping to prevent, detect, and neutralize outbreaks or hotspots of violent radicalism.

Citizens who wish to do so can fill out the anonymous information form on the STOP Radicalismos website or through the following means:

EMPACT

EMPACT is a multidisciplinary EU initiative, based on intelligence and verified data, which aims to tackle the main crime risks facing the Union. It is led by the Member States and involves cooperation between a large number of agencies and partners, including:

  • Law enforcement agencies,
  • EU institutions, bodies, and agencies,
  • Public and private entities,
  • Interested third countries.

The initiative includes both preventive and repressive measures, as well as operational and strategic actions.

National passenger information office

Service provided by the Intelligence Center against Terrorism and Organized Crime (CITCO) that collects and analyzes air passenger data to combat terrorism and serious crime.

The processing of Passenger Name Record (PNR) data by the ONIP will, as stated in the preamble to the Organic Law that regulates it, guarantee “the protection of the life and security of citizens, which is the main objective of the European Union's area of freedom, security, and justice.”

Drug precursors

Control and surveillance measures are established for operators and users who carry out or intend to carry out activities involving the use of scheduled chemical substances listed in the different categories of Regulation (EC) No. 273/2004 of the European Parliament and of the Council of February 11, 2004, on drug precursors.

Operators and users who carry out activities with scheduled chemicals in Categories 1 and/or 2 must apply for registration in the Register of Operators of Scheduled Chemicals and, in the case of activities with Category 1 substances, apply for the corresponding license.
